"Why," you ask? Because we want profile pages to have freedom of customization, but also to have some consistency. This way, when anyone visits a deviant, they know they can always find the art in the top left, and personal info in the top right.

create a new layer over a photograph in photoshop,
and simply draw around the the face and any other lines that look important and characteristic,
line for the mouth, circles over the pupils,
all in the same layer and fill in the colours using the paint bucket. enjoy and let me know when you do some examples.
